Unlocking Climate Finance: Indigenous-Led Pathways to the Green Climate Fund

This side event aims to showcase the outcomes and key insights from the recent Technical Workshop on Indigenous Peoples-Led Concept Notes for the Green Climate Fund (GCF), held in Manila in August 2025. The workshop brought together Indigenous Peoples, national stakeholders, GCF Accredited Entities, the GCF secretariat and climate finance experts to strengthen Indigenous Peoples’ capacity to develop culturally appropriate, impactful GCF project concept notes.

Building on the accreditation of the Tenure Facility as an Accredited Entity in the GCF, the session will highlight the experience and lessons learned by Indigenous Peoples in developing their own concept notes to the Green Climate Fund by emphasizing leadership, Free, Prior, and Informed Consent (FPIC), and systemic reforms within climate finance mechanisms to support Indigenous self-determination and transformative climate resilience.

Objectives:

1. To share best practices and lessons learned from Indigenous communities and national agencies in developing IP-led GCF concept notes.

2. To promote understanding of the GCF Indigenous Peoples Policy and its application in project design.

3. To facilitate dialogue on innovative pathways, including dedicated arrangements for Indigenous Peoples in the Green Climate Fund.

4. To strengthen partnerships and foster ongoing capacity-building efforts for Indigenous Peoples who are interested to access the Green Climate Fund.
